Sha Menz asked the question on Twitter and Gary Illyes from Google has confirmed that it isn’t too late to submit a disavow file.
However, I wouldn’t read too much into the “isn’t too late” part meaning that Penguin isn’t coming anytime soon. While we don’t have a date yet, signs are looking that it will be this year.
Of course, with Penguin going real time, there won’t be the same kind of lag we see now between updates, meaning hitting a crucial cut off point to submit a disavow file will be a non-issue. Once it is real time, once you submit a disavow file, you will simply be waiting for Google to re-crawl all those links in the disavow file to apply it to the site.
