One of the pain points of Google Webmaster Tools Change of Address tool is that it didn’t support subdomain moves, so it is nice that they have added this feature.
#WebmasterNews: You can now use Change of Address in Webmaster Tools to move between subdomains, not just root domains.

Unfortunately it does not seem to support HTTP to HTTPS moves yet, which is something many webmasters have been requesting, particularly with Google’s focus trying to get webmasters to make the SSL switch.
It should be active in all GWT accounts now. They do have a support document detailing how to use to tool correctly.
