Here is how it appears:
There was a mixed group of news sites listed, but only a few of them had app download links available. They were all fairly well known news sites, although perhaps Google has plans to tailor these links to individual searchers.
These are not paid app download links.
It was first announced back on August 27, but it doesn’t seem to have been implemented until now.
To have your app appear, you need to add your app to the Google News Publisher Center for your site (listed under “Mobile Apps” in the left sidebar). Then add a “Editor’s Picks Feed.” They also have the details here in their help files.
